Sambalpur: DJ Systems Shake Sambalpur; No Ban on High-Decibel DJ Sound Systems During Festivities
Sambalpur: As the festive season begins, the towns and villages of Sambalpur are alive with celebrations. Concerns about noise pollution, particularly among senior citizens and environmentalists, are increasing. Despite the Supreme Court’s ban on high-decibel DJ systems, many event organizers continue to disregard these guidelines.
Excessive Noise Levels Ignored
Over the past ten days, various neighborhoods in Sambalpur have been hosting loud DJ processions, particularly during evening idol immersion ceremonies. These events feature music played at extremely high volumes, causing noise pollution levels that far exceed acceptable limits. Yet, local authorities have not imposed any restrictions to control the situation.
DJs Become Essential to Festivities
Today, DJ systems are an essential part of the festival procession. Many processions now use over 50 large sound systems on separate vehicles, resulting in noise levels that exceed 200 decibels. The noise is so loud that it shakes furniture inside homes, and residents occasionally mistake it for an earthquake. This is especially harmful in densely populated areas.

Experts warn that prolonged exposure to noise levels above 85 decibels can cause hearing loss, sleep disturbances, and high blood pressure. Children, the elderly, and people with pre-existing health conditions are particularly vulnerable to these effects.
Supreme Court Guidelines Ignored
In response to the harmful effects of noise pollution, the Supreme Court and some state governments have issued strict guidelines for the use of DJ sound systems. The Environmental Protection Act of 1986 and subsequent amendments require noise control measures, with residential areas having a maximum permissible sound level of 55 decibels during the day and 45 decibels at night. Commercial zones have slightly higher limits, at 65 decibels during the day and 55 decibels at night.
Despite these clear guidelines, the rules are openly violated in Sambalpur. The district has seen no strict enforcement, and DJ systems continue to play at dangerously loud volumes.
Lack of Awareness from Authorities
Previously, during festival seasons, Sambalpur’s Superintendent of Police (SP) informed Puja committees and DJ operators about sound system restrictions. Violators were warned that if they exceeded the noise limits, they would face severe consequences. However, such awareness campaigns do not appear to be prevalent this year.
Haresh Chandra Pandey, Sambalpur Assistant Superintendent of Police (ASP), stated that the district has not issued any separate sound control orders so far. He added that they have advised Puja committees and DJ operators to follow the Supreme Court’s guidelines.
Due to a lack of enforcement and awareness, noise pollution has continued to rise, leaving many residents frustrated and concerned about their well-being during the festival season.
